Lifting & Scaffolding Supervisor

Basic Purpose:
• To supervise all lifting, rigging, scaffolding and heavy transportation activities,
• To manage budget related with lifting, scaffolding and transport utilization,
Responsible for his goals and objectives given by company by following and enforcing Company s Health Safety — Environment Management Systems, Standard Safety Practices Manual and Environmental Practices Manual during all construction projects,
• Management of the Lifting, Scaffolding & Transportation services contractor to ensure compliance with specification contracts schedules and safety issues, which include service maintenance planning, execution and other preparatory work,
• Management of Inspection and Supervisor personals activities for work/services,
• Assist superintendent in developing service contract and process,
• Working as a team player within the Support Services group, coordinate services work order o eliminate or control work order backlog.

Qualification & Experience:
• Minimum 5 years in heavy lifting operation or construction with at least 3 years in a supervisory capacity in oil and gas construction/Operation, with at least one of the following backgrounds:
• Engineering / technical degree (S1) with knowledge in Mechanical or Civil,
• Hold MIGAS Certification in Rigging & Scaffolding.

Barging Supervisor

Basic Purpose:
Responsible for overall Barging Operation and Marine Safety and all associated activities to meet company core value, safely and environmentally manner and ensure barging operations are operated in safe condition with good performance, reliable and manageable. Operating within the approved budget and consistent with the current HSE procedures,
• Provide leadership in implementing HSE Management System. Ensure to meet HSE policy, standards, and procedures. Ensure incident reporting requirement is followed and corrective actions are completed in timely manner to prevent recurrence incident. Ensure appropriate corrective actions to follow up HSE audits,
• Ensuring safe and timely crude loading to barges and discharging to the receiving facilities, such that minimizing barging disruption and high stock level at tank A&B Ramba,
• Ensuring crude oil quality/specification meet the sales requirement (i.e water content, sales content, emulsion) both at barges and pipeline to Medco,
• Ensuring project oil accounting such that minimizing gain and loss figures at pipelines, barges and production/receiving/transfer tank.

Qualification & Experience:
• Engineering degree (S1) preferably in Naval Engineering or Marine Operations background and at least 5 years experience in Operations within Oil & Gas industry. A strong knowledge in Supervisory and Leadership qualities is necessary (Ability to coaching, mentoring, gives consulting/advisory and lead the team),
• Understanding PFD of crude oil interfiled transfer as well as custody meters operation,
• Excellent leadership skill to lead and coordinate work with other department such as HSE, Operation, Engineering, Support Services and Pertamina representatives,
• Knowledge of barging operations operation, codes and standards is very desirable.

HDE & Road Maintenance Supervisor

Basic Purpose:
• Follow and enforce Company s Health Safety Environment Management System, Standard Safety Practices manual and Environmental Practices manual as core of Company s HSE program,
• Supervise contractor of road and HDE maintenance/construction activities to ensure compliance with specifications and contract including, but not limited to dimensions, materials, workmanship, witnessing of required testing, ensuring all work are completed in an efficient and effective manner, inspection of maintenance/construction equipment etc,
• Coordination with Operation area/ user of required road maintenance support activities,
• Daily report to company s Support Services Superintendent by 5:00 pm every day on daily FDC or any other report including and weekly report every Saturday at 14:00 pm in one liner report format,
• Develop new contract that stressing in Contract Improvement in term of service, people & organization,
• Managing of PTW and mandatory documentations for safe Work Permits for maintenance / construction road activities mainly for area offside Company s operating facilities.

Qualification & Experience:
• D3 or S1 in Civil Engineering from a recognized technical institution,
• Minimum 8 years experience in road and HDE construction, with at least 5 years in a supervisory capacity,
• Demonstrable practical experience in HDE and road construction inspection and supervision.

Offshore Service Engineer

Basic Purpose:
• To ensure offshore compression and power generation units are maintained at high quality and operated optimum condition by providing guidance and direction to Offshore Maintenance and Operation personnel,
• To observe visually condition and performance of offshore compression and power generation units,
• To minimize unscheduled shutdown of offshore compression and power generation units by doing immediate troubleshooting,
• To execute recommendation or instruction given by Performance Monitoring team,
• To inspect, analyze/ interpret and report condition of gas turbines and major/ critical rotating equipment,
• To provide QA/QC for major/ critical rotating equipment work at site (onshore and offshore) or at workshop,
• To develop and coach Maintenance personnel to be fully aware with high quality inspection,
• Position is to replace Rolls Royce Offshore Service Engineers under LTSA contract with national COPI staff.

Qualification & Experience:
• BS in Mechanical or Instrument engineering with strong in instrument and mechanical system,
• At least 3 years experience in maintenance and operation of in NDT, boroscope inspection and alignment, gas turbine control, compressor control, PLC, DCS, SCADA, protection system and other instrumentation,
• Familiar with oil and gas process operation and maintenance. Experience in Offshore oil & gas facility is preferred,
• Familiar with gas turbine, compressor and major rotating equipment anatomy.

SVA Specialist

Basic Purpose & Scope:
The Security Vulnerable Assessment (SVA Specialist) is responsible to:
1. Conduct & Monitor the COPI SVA Security Program,
2. Implement and coordinate Security Self Audit program compliance within B.U s,
3. Supervise and Assist in the management and implementation of SVA/SSA audit recommendations,
4. Assist in ISPS compliance assurance.

Qualification & Experience:
• Degree Qualification preferably in Risk Management, International relations, Business Administration, Modern History and/or Conflict Studies. Other degrees will be considered,
• Ability to write concise, accurate and brief reports in English § Ability to provide oral presentations in English,
• Familiarity with the ISPS code and SVA processes,
• Have very good understanding of written & spoken English.

Treasury Supervisor

Major Responsibilities:
Responsible for Treasury Analysts who are responsible for banking, credit and cash management activities for Indonesia business unit,

• Performing and reviewing credit risk assessment and payment term related to new and existing gas sales agreement and procurement contracts,

Qualification & Experience:

Senior Accountant

Major Responsibilities:
• Responsible for financial accounting for USGAAP & local GAAP/government reporting (quarterly report, annual budget, and authority for expenditure),

• Implement improvements on system process and reporting.

Qualification & Experience:

Promoting a low carbon, high growth global economy is one of the key policy goals of the Foreign and Commonwealth Office and its missions overseas. The British Embassy is building a new team to promote the climate security agenda, we are looking for an advisor to focus on energy policy and to assist the team/mission with stakeholder communication.

The jobholder will work in the Climate Change and Economy Section working closely with colleagues in the Political, Press and Public Affairs and Commercial Sections in the British Embassy Jakarta and the other British Embassies and High Commissions in South East Asia, reporting to the Team Leader based in Jakarta.

The successful candidate will:
Build strategies to develop low carbon intensive energy policies in Indonesia.

Working with media, civil society, and business and government bodies to promote lower carbon economic development in Indonesia and persuading key stakeholders that a stable climate is essential for a secure, prosperous and equitable future.

Collecting information and reporting on climate change and energy policy in including vulnerability to climate induced changes.

Promoting dialogue between Indonesia and UK counterparts on the international climate change negotiations, and persuading Indonesian interlocutors to support an ambitious successor to the Kyoto protocol.

Promoting UK, EU and wider UNFCCC programmes such as the CDM and CTF, designed to mitigate and adapt against climate change

Identifying project opportunities to promote a lower carbon intensity energy framework in Indonesia, and implementing this activity.

Organising visits (both to Indonesia and the UK) for senior stakeholders related to climate security.

Acting as a focal point on climate change related energy issues in the Embassy.

The successful candidate will have:
Significant expertise within the energy sector, preferably with a minimum 4 years relevant working experience

A degree (preferably Masters degree) – Majoring in a Science based subject (e.g. engineering, environmental studies or related)

Strong interpersonal and communications skills, and experience within public communications outreach

Able to think creatively about how to achieve British Government low carbon objectives in the local environment.

2. DEPUTY SECURITY MANAGER

The British Embassy Jakarta will have a vacancy for a Deputy Security Manager, from 1 October 2009.

The jobholder will be required to: line manage two front window reception staff as well as overseeing the 120+ strong force of locally-contracted guards protecting the Embassy premises and staff residences. Manage essential security equipment including CCTV, access control systems and other security hardware. Maintain close liaisons with the Embassy contract security guarding companies, the local police and the various contractors the Embassy employs to carry out maintenance works at the Embassy premises and staff properties.

This position is a highly mobile one demanding physical resilience, authority and strong communication skills. Excellent spoken and written English and Bahasa Indonesia are essential.

Key Job Responsibilities

Qualifications

JOB SUMMARY:

The primary responsibility of this position is to assist the Director of Operations in ensuring that procurement policies and procedures are made available to and accessible by all projects, and are being complied with. This position assists the Director of Operations to ensure that procurement actions by projects are of high quality and produce the best values. The Procurement Specialist provides support to project offices and sub-offices in ensuring that all procurement actions are properly documented and that contracts with vendors of goods or services sufficiently protect CARE’s interests.

RESPONSIBILITIES:

A. PROCUREMENT ACTION SUPPORT

Conduct procurement actions for items which project offices or sub-offices cannot perform due to technical constraints;
Conduct procurement of insurance for the CO in coordination with the Administration Unit;
Support procurement actions conducted by the Jakarta office as necessary;
Coordinate with Operations Assistant on the provision of logistical supports for procurement actions if required by project offices or sub-offices;
Coordinate with the Government Liaison Unit in securing tax and import duty exemption on procurement items from all projects and sub offices;
Facilitate communications between Finance Unit in Jakarta with procurement units in project offices or sub-offices on matters related to vendor payments. This includes operations of the procurement module of SCALA at the Jakarta level.

B. POLICY AND COMPLIANCE

Establish, update and revise procurement policies and procedures to meet program needs and donor requirements. In this connection coordinate with the Contracts Management and Compliance Unit;
Liaise with all staff in disseminating, socializing, and clarifying procurement policies and procedures. This includes preparing and delivering training materials to existing and new staff, and ensuring that proper forms are made available and are used by all projects and sub-offices;
Actively monitor and assist compliance with procurement policies and procedures by all projects (i.e. procurement help desk function);
Review all Notes to File or Memo put forward to address procurement issues or deviations, including sole sourcing, prior to signing by the Country Director;
Ensure that all staff involved in procurement functions signs the procurement code of conduct forms and the forms are documented.

C. PROCUREMENT QUALITY, CONTRACTING AND DOCUMENTATION

Compile and develop vendor database to ensure that programs and projects have access to vendors providing best values;
Ensure that approved vendor lists are updated semi-annually. The updates should include performance review on the vendors;
Ensure that all required vendors are properly selected and supported with proper contracts.
Ensure that appropriate vendors are identified and linked with the CO’s Emergency Preparedness Plan
Conduct systematic review or inspection on procurement activities conducted by project offices.
Ensure that procurement plans are being developed by projects, synthesized and translated into procurement actions.
Conduct compliance review on purchase contracts or consultancy contracts submitted by project offices and sub-offices prior to signing by the Country Director;
Manage the overall procurement process for consultancy that is originated by the Jakarta office;
Coordinate with the sub-office staff in ensuring timely and systematic transfer of procurement documents to external storage.

D. REPORTING AND AUDIT

Compile weekly Procurement Status Report;
Compile quarterly anti-terrorist reports and coordinate the utilization and documentation of anti-terrorism systems (including the Bridger Systems) that covers staff, vendors, consultants and partners;
Produce special reports on procurement as requested by the supervisors, donors and CI Members.
Liaise with auditors on procurement matters;
Implement audit recommendations and follow up progress at project level.

E. Other Work Related Functions

Perform job responsibilities in accordance with the CARE core values and Code of Conduct
Accomplish Project Activity Reporting (PAR) form on monthly basis
Perform specific tasks related to the Performance Management system (i.e., development of individual operating plan (IOP), review of IOP, self appraisal) on timely manner.

QUALIFICATIONS:
